You should look up the codes it will help in dealing with the city. These people are breaking the law.

If the City wants to do something to assist the homeless without trampling on rights of other Oakland residents and business owners, I suggest setting aside some City-owned property for a campground with appropriate sanitary facilities. The current situation is unsafe and unsanitary for the homeless and disrespectful to the rest of us.
