"big cotton mill brick wall" and "Nimitz Fwy Oakland" are two different things - Caltrans is I-880; ww.cottonmillstudios.com is private property, and they should hire a company to clean their own graffiti - instead of Oakland's DPW, which WE (our taxes) pay for!
Well the only way I have ever seen that wall is driving by on the Nimitz freeway. I would hope that Oakland code enforcement would encourage them to have the blight removed to avoid fines.
Actually, the 'Red Wall' is all private property, having 3-4 different owners. Noel Gallo is working with the property owners to take responsibility for the tagging, but they are pointing fingers at CalTrans because the taggers NOW have access to the wall since CalTrans put in that new barrier. Noel has a neighbor who is supplied paint, he gets permission from CalTrans to get through a gate to paint over tags.
There is a possible project in the planning to deal with the tagging.

you provide no address; and please know that Caltrans owns the freeway(s) and they must address, not Oakland's (overworked!) DPW...
