If a car is blocking your driveway - and it is a legal driveway - then call 911 and report it. I have seen scout cars come for something like that.
Another call could be to the City Parking Department. Sometimes I see them ticketing cars in the neighborhood for improper parking.
OR you could bring some cookies/ pastries to the person parking there and ask them nicely to stop because it’s hard on you. This often works
