this neighbor takes down the No Parking sign? Did it get replaced? (if not, you can request that DDOT put a new sign up)

The vehicle is still illegally parked.

but it sounds like since the sign is missing MPD won't be able to ticket? won't we have to get a new sign and then give the person a chance to move the vehicle...and then see if the car doesn't move?

Vehicle was observed not in violation; No Parking sings posted on the block by badge # 161 on 1/23/15 @ 2:29am

According to DC law, there does not need to be a no parking sign posted for violations of a vehicle parked within 25 ft of an intersection.

It seems clear Badge #161 is not appropriately enforcing the parking laws of DC. Why is this permitted to continue?

If badge #161 checked the vehicle, it is clear that the license plate, registration, and inspection stickers are NOT visible and the vehicle is parked within 25ft of the intersection which are all parking violations. Badge 161 needs to duly perform their job and appropriately and fairly enforce the parking laws of DC.
