Planters in alley adjacent this property have not been maintained, have thorns on plants, and an obvious eyesore. Issue has been reported before. Who can be contacted about reasonable replacements?

I haven't seen any activity for this response, is there a particular department I can contact concerning the upkeep of this alley way and planters?

Hi Tom,
Thank you so much for your invite to the Neighborhood Association, however, I spent many years with the association and was very disappointed because not much was ever accomplished. I have discovered much more effectiveness in "this particular neighborhood" when residents in the immediate area unite and combat specific incidents related to their well-being.
My concern with this particular alley isn't so much volunteering because for years I cut vacant lots in the area when they became overgrown. My concern is this, and I am sure the city has a record of this transaction. The resident directly east of that alley way, with adjacent properties of the alley, filed paperwork and paid a $1000 fee to be able to restrict access to the alley. Neighbors had to agree within so many feet to respond, the result was the city granted him cause to place the awful looking planters there, which the city put there, I witnessed it.
Why is now necessary for residents to volunteer to maintain planters and an alley way that the adjacent neighbor and city partnered and agreed upon to make happen? This same event occurred first with the alley way connecting 12th and 11th with the adjacent neighbors, but they took full responsibility in maintaining the property and the planters which are there to this day.
My last question: Who's responsibility is this alley way and planters?
