I feel bad for the pets. However, East Brandywine does have a leash law. Shame on the owners for letting their pets run loose.

D, this is in West Brandywine. Also, regarding at least one of the dogs (mine), the dog was on his chain in the back yard and escaped when I took him off the chain and slipped out of my grip. So I wouldn't make blanket assumptions. If that was someone's kid, would you be saying the same thing about a hit-and-run?
