I thought it was the property owner's responsibility to keep the sidewalks clear.

Sidewalks, on private /business properties, that's correct: it's the property owner's responsibility to keep their sidewalks free of snow and ice. But snow removed from the street and dumped in a big pile in the crosswalks? That's street snow, not sidewalk snow, and the city should not be putting that snow there, which effectively means that pedestrian safety is compromised on behalf of drivers, because every time the city does this, rendering a sidewalk inaccessible, it forces pedestrians to risk their safety and lives by walking in the street. In any case, there are plenty of instances of sidewalks that are not on private property, and keeping these sidewalks free of snow and ice is the city's, and only the city's, responsibility. By not doing so, the city sets a double-standard: we can ignore our responsibilities, but that doesn't mean property owners can ignore theirs. Note, by the way, that the "boardwalk" behind the Savin Rock Condos, even though that is nominally private property, ALWAYS gets cleared by the city: it's the only instance where the city clears a sidewalk on private property.

I am very pleased to say that the issue was resolved. However, I think that with amount of property taxes paid by the residents of West Haven the maintanance of sidewalks,and walk threws for pedestrians should be a high priority for the police and city workers. If the police enforce it to property owners then you have people doing what they are supposed to. There job is not only to drive down campbell ave all day and checking for seatbelt violations. In addition town hall should do there part as well. Thank you for the clean up please keep walk threws cleaned for the residents especially the handicapped and disabled.
