At This intersection there is going to be an accident due to people not knowing whom has the right of way. Cars turning left on bell rd ignore the the yellow yield sign and turn when the right hand turn has a green light saying the right turn has a yield sign.

Yes. 100% agree except there have already been accidents at this intersection.
This intersection design coupled with a speed limit increase to 45 mph a few years ago make this dangerous.

These are two totally separate situations:
1)The "drivers facing west have a flashing yellow." This simply means that west-bound drivers wanting to turn left on Bell Mountain have to yield to traffic coming east from the Arsenal. As I'm working to teach my son, if you are attempting a left turn and crossing the path of someone else who is going straight through the same intersection, you have to yield to the vehicles coming straight at you. You can't just turn in front of them and expect them to stop when they, too, have a green light. You must yield to oncoming traffic; THAT'S IT!
2)The yield sign at the right turn from east-bound Hobbs onto south-bound Bell Mountain is for the two people meeting at that very point. If two cars arrive that that little triangle at the same time, the one with the yield sign must yield right of way to the other driver (despite being on the right). The yield sign DOES NOT override the traffic light and the rules that apply out in the main intersection. I had to study and learn these right-of-way laws in detail when I got my driver license in the 1980s; you can learn them too, I promise.
I agree with the city. Drivers who know and understand the signage and laws will be fine. Just do what you're supposed to do, be responsible, and don't assume you know more than everybody else. That goes for me, too! I don't know more than everybody, but I have studied a little.

This has been totally ignored by the city. Completely have stonewalled it for years.
Accidents have occurred at this intersection.
It’s time for the city to step up and correct this for the safety of all.

While others on this this post have provided instructions for the rules of the road, they seem to forget that very few drivers really understand and follow them…. Especially in this city and state.
Accidents have and continue to occur at this intersection.
Perhaps if the city would at least attempt to help simplify traffic signaling/signs, fewer accidents and misunderstandings would occur.
I am not advocating a substitute for traffic laws and rules, simply a common-sense approach to reducing the confusion and accidents that this intersection has been plagued with for a long time.
