Noticed at night time random vehicles would park on our driveway for a couple minutes? Not sure what to do about this? The last time we were able to catch the person parking on it but today we were unable to. Do we just call the non-emergency line to have them towed? Or can we do something because these cars keep trespassing on our property and we don't know who they are and don't know how safe it would be confront these people? Please advise.

last time it was mass dealer plate 6601 driven by a chinese guy who tried to explain and try to show me a mysterious white bag (did not want to get near him) and he would not leave the property right away until i said i would call the cops.

It could be that people are delivering food (pizza, Chinese food, etc.) to houses nearby that don't have driveways. Maybe your street has been narrowed by snowbanks and so it doesn't seem safe for the delivery person to park on the street while delivering to a nearby house?
If you see the car parked and no one in it, maybe you could go out and put a note under the windshield wipers that says "Please don't park here - we need to keep the driveway open." Hopefully they will get your note translated if need be, and then honor your request. I think it's best to be friendly in your note and assume it's an innocent mistake on the drivers' parts - it perhaps just didn't occur to them that a few minutes could be problematic to the driveway's owner.
Since you mentioned that they are only parked for a few minutes, I imagine you are concerned in case an emergency vehicle would need access to your driveway right at that time. (or another vehicle you expect whose driver would find it difficult to circle the block or otherwise wait a few minutes for the illegally parked car's driver to return and move the car).
I don't know if a dealer plate number is public record or not, but you might ask the RMV. It might reassure you if you found out that it is indeed a restaurant's delivery service. My neighbor gets many pizza deliveries and often the cars are not labeled with any business name (but sometimes they are labeled).
