Call 311, report the house, tell them that you want the issue forwarded to L&I, and get a ticket number for your request so you can follow-up.
L&I has a new "windows and doors" ordinance that allows them to fine property owners $300/day for each boarded window and door. This is a potent new weapon against deadbeat property owners so you should definitely get this property on the radar screen.
311 does monitor this website, but when you call you can get a ticket/report number which you can use to follow-up. That is important.
I don't know what L&I's backlog is at the moment, so I'm not sure how quickly they will move on it, but this is a relatively new initiative, so the time is right for calling this in
