Who is responsible for local enforcement of the Bill of Rights, which as part of the U.S. Constitution supersedes all mere non-constitutional statutes, and the protections guaranteed by which were extended by the 14th Amendment to protect people against state or local government actions as well as federal actions?

Heaven forbid someone should try to make an honest living without government permission!
It seems like some people would rather see more homelessness and people living off the government dole.
