Please remove the chain between the bollards. The entrance to the crosswalk is unduly restricted and presents a hazard to pedestrians. In particular when there is heavy sidewalk use or more commonly when cars are blocking the crosswalk with illegal parking. The chains make this intersection more hazardous to pedestrians, rather than less. As you can see from the photo, the chain blocks access to a portion of the crosswalk.
