The standard reply that says nothing.

If you have a problem with a specific City employee, months later they won't be able to address the issue. It is best to call the City immediately and give them the license plate of the truck and the time and location. That way the City can see who was driving that truck at that time and place and follow through on your report. These employees assume that no one will report them, so surprise them and learn how to do a proper report with a proper grievance.
