Can someone examine how poorly the synchronization is between the signals at the following two intersections listed below; during rush hour the timing of some of the signals and the inability to actually have them working together cause major traffic backups.
I would like to know whether or not MassDOT has any jurisdiction to make improvements.

Intersection #1 : Route 139 (Union Street) @ Mill Street & Center Street, Randolph

Intersection #2 : Route 139 (Union Street) @ Centre Street & Water Street, Holbrook

The reason this is being submitted here is because I think the larger issue with the timing of the signals is specifically in regards to the intersection that is in fact in Randolph. Thank you.
