Is there any way (or explanation as to why it happens) to have the walk signal only go one when the button is pushed. Seems as if (especially at night, sometimes during the day) that the walk signal automatically goes on every cycle along Mackle, delaying cars from turning onto Cavendish.

I am responding as somewhat knowledgeable driver.
From my observation and conversations with engineering, there are four different programs.
In the AM, Mackle (and Kildare) are favoured over Cavendish south.
Around 8:30am, the cycle changes for daytime. supposedly balancing equal time for east west versus north south.
In the evening, 4pm the favouring of time is for Cavendish and left turns towards Westminister.
And from 10pm or so, there is only time for two cars (1 bus, 1 car) to make a left turn before the turn signal turns red.
The lights from CSL road to Mackle are synchronized for about 40km/hr, so changing a pattern at one corner has to be done within the constraints of the total traffic flow along Cavendish.
