Description

Tree branches and trash make the alley almost impassable to walk through. Cannot drive through alley. Neighbors on either side of the alley purposely fill alley with cut tree branches to make impassable. They should be fined. We did an alley cleanup recently and you could drive through for the first time in years. It only lasted several months before it was blocked again.
