The graffiti is worse than ever. My intern was observing how strange it is that North Berkeley is immaculately maintained, but this part if town is so junky and neglected.
It's not strange at all. In north Berkeley there is a crew of local residents, loosely connected, that monitor graffiti and have taken it upon themselves to clean it up as soon as it appears, especially on public property, such as mailboxes. Businesses and residents are responsible for cleaning up their own graffiti, and this is also quickly tackled in north Berkeley because of an awareness campaign conducted several years ago. It takes community action and individual personal action to keep a neighborhood free of graffiti. No one is going to do it for you. It's not like it doesn't happen here, it's just cleaned up very quickly.
