Good question. I thought they had bags. The City/RPD should definitely be responsible and get it cleaned up as soon as possible before someone steps in it.

I think the police horses in Raleigh do have bags, but I have seen horse droppings on the sidewalks before, especially near Moore Square.

This is generally not a problem most of the time. Mounted officers are asked if this ends up in a pedestrian area to clean it up, but sometimes they are not aware of it if they are working with a citizen. We will make sure to remind them to clean up when they can, especially if the mess ends up on the sidewalk.
