I know. It was so much easier in the 80's. Nobody cared back then and dogs were allowed to roam freely. You can't do that anymore though. There's a lot more cars on the roads nowadays and people are way too litigious. It's just much safer to keep your dogs locked up in your own yard for everyone involved. You may have the sweetest dog in the world and it may never hurt a fly but other people don't know that. And even if your dog is sweet, young kids wanting to touch and pet the dog may agitate it just enough to provoke it. Then a kid gets bit, a dog gets put down, and a family gets sued. Don't get sued. Put up a fence.
And while we're at why doesn't everyone keep their cats in their house too. There's no controlling them once they get outside and they will run out into traffic just as much as a wandering dog will. That and cats are a lot more vulnerable to prey. Don't let your cats get killed by cars or coyotes. Lock them up inside the house.
