I do know her name is Luci I know her last name also. She can be the sweetest lady at times, but the last year it seems as though it has gotten worse.
She gave herself a black eye recently by beating up the pole . It came back and slapped at her.
I just wanted to try to help her. I wish I could just reach her in a manner that she would accept help.
She recently did get into trouble for what she says was public new sense.
A judge has ordered her to mental health but that was the 7 th of February.
She has made it clear to me know one is going to make her take meds.
She wants her kids back.
I just wish the early morning screaming would stop. I cant move my room any further from the front of the house.

call police if this is going on before 7am, i believe there is a noise ordinance in kingston.

I'm sure everyone knows who you're talking about. She's emotionally disturbed and should probably be living in a more supportive environment/home but has enough wits about her to refuse. If she's disturbing your peace or destroying something you should call 9-1-1. I'm sure they are tired of the calls, but someday she will tire as well. You are nice to help her, but be cautious.

What can WE do to help the mentally ill? There was a similar lady walking the streets when I was a little girl -- HER STORY -- she lost ALL her family in a very short period of time & as a result NEVER recovered. Sad as this is, there are many similar stories & The Character of our Country is How we treat the most unfortunate of US. This deserves brainstorming -- I'd like to be a part of the discussion. I truly believe IF WE ;the American People were "proactive" -- Gabby Grifford would not be in the condition she's in. Someone would have SEEN SOMETHING & DONE SOMETHING ! Sad day in Blackrock !

Cat: unfortunately if a judge has already ordered her to mental health but she has stated that there is no way anyone is going to make her take her meds Unfortunately. the next step for her is for the judge to order her to be confined to a inpatient mental health facility more than likely on a long term basis so they can make her take her meds. And while she may go to benedictine hospital at first if she needs longer term care she will not be there as i believe the max stay there is 30 days. The health system is very poorly set up to deal with the people with mental issues. The state of ny has closed most ( if not all) of its long term care facilities for people with mental issues. And there is the problem what to do with people with mental issues? I have seen the private residential group homes they put them in when i was a bus driver for municipal bus service and basically all they do there is keep them drugged up so they are calm. There is no easy answer to the issue.

I would suggest that you call the police. They can take her to the hospital for a psychiatric evaluation and let the healthcare providers deal with her behavior. Obviously this is not normal behavior and this is, more than likely, beyond your scope of caring and concern. It could also escalate and be a dangerous situation for you and anybody who tries to approach her. You cannot know what state of mind she is in when she acts out.

this crazy woman is LUCY that is her name. this woman needs some serious help!!!!!!! i am very worried about the children going to and from school as i have seen her VIOLENT outbursts! i think the city of kingston needs to get a petition going to get this woman some mandated HELP!! as others have mentioned

I would guess that until she crosses the line, there is not a lot anyone can do. beating a stick on a sign is noisy, but doesn't do much damage. standing in the street, I don't know. would like to see her get some help, but she has to give them a reason to put her in it.

I agree she needs help but its not working.
Today she said the cops have banned her from the high school.
She states the Kingston cops are covering up the identity of her son and nefew.
The judge did order her to mental health but she refuses meds.
The police have talked to persevere times she just goes back to screaming. It was all morning today and some of the evening.

disorderly conduct in a public forum is a reason. Police arrests drunks on it all of the time when they act up

That woman is harmless, she is always yelling and giving the finger to passing cars. i just smile and laugh at her and she smiles back. Maybe she does need help, but I doubt she would hurt anyone.

I have called the police on her many times Her name is Crazy Lucy. This is given to her by the police who talk to me after she has been talked to. She was in a fight with a women a few days ago. The lady was by UPAC and thought Lucy was going to hit her and she punched Lucy and knocked her to the ground. The police know about her, she goes to Mental Health but she still acts the way she does. She lost all of her kids and she is upset about it.. I tried talking to her also but it was a futal effort. If she is doing this near children call the police immediately...

She is not harmless or sad. She is seriously mentally ill and is seriously dangerous to herself and public. Call he police every time you see her or hear her acting inappropriately. Video tape her and send those tapes to the police. The goal here is to get her the help she needs. Obviously, someone is dropping the ball. Shame them and make them involuntarily commit her so she can be evaluated and helped.

Lucy has been committed more than once.An officer told me lately that it is not a crime to be crazy.. I asked him if she hurts someone what will they do? He said they will bring her in and also talk to her Mental Health worker, YES she has one... I agree with Juanita. but it seems she is known to them and in the system. Even with recording her and calling the police I am not sure it will do much good... @ nights ago she was by my house at 11pm screaming at someone or herself.. She did not stay long but I could see in the street light it was her. I thought someone was killing her...

May I suggest you contact a member ot the clergy who has experience with demonic oppression. This reminds me of the poor souls in the Bible who were oppressed or even possessed by demonic spirits.

She isn't possessed by the devil (and it's possession not oppression). This is 2012 and we don't say mentally ill people are possessed. We diagnose and treat mental illness now-a-days.

Yes, at one time, before Ulster County Mental Health services were gutted by state and county.....(often with explanations about how "less is better" for the recipient of mental health treatment, even for people like this woman)..... there were services available, ready and willing to reach out to people like this woman.......she is part of a voiceless population with advocates whose voices are also ignored. It is probable that the legal system will intervene first ..instead of those who would like to offer the help she is entitled to and needs It is shameful, disgusting and tragic.

Yes ulster county mental health was ordered by the county legislators about 3 or 4 years ago to discharge all old patients to make room for new patients which is totally outrageous

I'd like to help, too. I have seen this woman, but I believe she is getting help, and it's not going to get any better. This is how it is.
Glad you have reached out to her: I've been reluctant to engage her, and only greet her most carefully... I don't know that she wants or needs anything I could offer.
If there is anyone who can speak for her, I"d like to know that she is being responsibly cared for.

I called the police yesterday morning when she woke me up around 7a.m. ^oday it was 6:49 when I was woken by her screaming "F*** You" at the top of her lungs. While I am very sympathetic to those seeking help for Lucy what about help for the people that live on Cedar Street. It's bad enough in this neighborhood. The police told me that due Mental Health laws they were limited in what they could do. Lately I just want to walk up to her and politely ask her to stop. I'm hoping she'll either respond positively or give me a reason to call the police for behavior they can do something about. I have kids and I get up at 4 a.m. for work during the week. Lucy has been disturbing my sleep for years now. It's not fair to the residents of Kingston.

the other day she was down by Dunkin Donuts on Broadway and she was swinging her fists like she was fighting someone. She was screaming at the cars that stopped at the stop light.. I saw an officer pull into the driveway and he directed her towards him. I do not know what happened since the light turned green. Her behavior gets erratic, sometimes she seems OK but you can tell when she has papers in her hand from Social services she gets worse.. if she continues I would keep calling the police until they do something about her..

Maybe that is her problem is the frustration of having to deal with the government bureaucracy of social services . It is hard enough to deal with if you are sane it must be terrible to deal with when you have serious mental issues as she obviously does.

Maybe we could get people to pray for her,and offer some hope for her.

Everyone is talking about their children here..the reason Lucy is like this is because she is angry that her children were taking from her, she doesnt hurt people she is just angry. I use to be her neighbor some time ago when she still had her children but i do not know the situation that lead to their removal..all i know is she did love her children when i knew her and shes in pain and probably will be for the rest of her life. I know being woken up is an inconvience as i also live on Cedar St but just try alittle sympathy thats all.

The reason that Lucy is like this is because she is MENTALLY ILL. Her children were taken away from her because she is MENTALLY ILL. Not hurting anyone? I saw her pitch a stone at a man on a bicycle. I will keep saying it; she needs to be placed in a facility where she can get treatment and medication. True sympathy is getting her the helps she needs, not tolerating her bad behavior.

If she hurts someone she should be charged and then the system can lock her up. If you have evidence to her hurting someone, please give that to the police. They can use it to build a case.

This is the land of the free. We don't lock people up for being sick (or for yelling or hitting signs with sticks, etc etc). If she is hurting others, then something can be done. If she is disturbing neighbors, there is little that can be done to stop her.

Please provide evidence and specifics about her hurting anyone. And be sure to also provide that evidence to the police.

Lucy moved next to me not long ago. Every morning since me and my family have been woken up between 3 and 4am to the sound of her slamming the door, attacking the garbage, pounding the walls, and screaming obscenities. She walks up and down the roads trying to get to hit. I have called the police multiple times and they said there is nothing they can do. She needs to go.

She needs help before someone hurts her. I don't think she is a threat to anyone else.
