Good morning: Is this your home? If so can the plumbing inspector be given access to inspect? Was this unit recently installed?

No, not my home. I was just passing by and got a good laugh. Then I thought "That can't be safe" if there's no problem putting a unit such as that on a second floor than OK. I was just concerned for others safety.
