The potholes and bad pavement is one problem (see also Saw Mill at Marble Avenue in Thornwood).
The junction itself actually was improved at one time- instead of flyovers, it was a traffic circle "Hawthorne Circle" many years ago. That, I am afraid, is a lot more complicated and costly than road grading and resurfacing.
