The absolute fact, as I've written earlier tonight about Chester Pike and Hinckson, is Ridley Park Borough and RP's Police department have their hands tied when it comes to timing and adjusting the timing of any light on a state highway. If the Borough knowingly readjusts the timing and there's a collision, then the liability is 100% on the Borough's shoulders for ignoring the times on the traffic light permit issued by PennDot.
Borrowing from my earlier post, if the traffic light were go out of whack at Swarthmore and Chester Pike, when it was restored, the light-timing would have to be reset to the original permit times in order to comply with PennDot's determination of the traffic pattern at "that intersection" on "their highway." The idea, as I'm told, is to keep traffic flowing on the state highways to conserve gasoline - well it's frustrating to the residents and the Ridley Park Police.
PennDot is altering the face of Rt 13 (Chester Pike). They removed 8 parking meters on Chester Pike in front of Taylor Hospital (a loss of RP revenue too), and they set the timing on every traffic light along Chester Pike from Chester to Darby. I'd offer your complaint need to go higher, to the PA State level and maybe something could be done, since there is absolutely nothing RP or RPPD can do about your complaint other then listen. PennDot control Chester Pike, Ridley Ave and Sellers ave and they set 100% of the rules - I mean 100%...Hope this helps
