We are going to soon have much work done on our streets and perhaps on our school and building roofs. I would enjoy information as to as this work is done by mostly outside vendors if the specifications, have been adhered to as to the Hot Top and other materials mixtures as well as the 'thickness' that our Town Engineers have specified. Is there any testing on our part or consultant who protects us in this regard and signs off. I absolutely 'do' know that over the years in traveling as an Official to several towns and cities etc. that there have been problems as to Shoddiness in cutting corners and that Municipalities are 'not' respected as private business applications. I do believe 'now' is the time to form a renewed' effective' Board of Overseers' of Public works...as I do not believe all this responsibility and decision making is for 'one sole man'.. approving all the contracts... and so forth. The system is now far too complex and needs an Elected Board to oversee these 'specs' as to 'Hot Top, Cement, and Roof specs.. I can assure you that all the 'thicknesses on the roads and roofs have been dealt 'honestly' with this community...and no 'post inspections have or 'most' have not been done as to 'formulations'.. Municipalities are 'easy' to fool... and it is the people who pay... as usual. I want those days.......' over'.. once and for all...
Contracts issued by the Department of Public Works are subject to Mass General Law Chapter 30 and are never approved by “one sole man”. They undergo a public bid where individuals and companies, who are qualified, may submit sealed bids. The lowest responsible and eligible bidder is awarded the contract. Contracts are required to be signed by Town Accountant (Certify available funding), Town Counsel (Certify legal document), Town Administrator (Bind Town to contract terms) and DPW Director (Who will manage the contract). All asphalt work is reviewed in the field for accuracy and compliance with contract documents. Quantities estimated are reviewed against certified weight slips.
