Description

The lights at the two intersections of Jefferson/Marshall/21st and 21st and Broad are timed such that northbound traffic on 21st at Broad cannot turn left (no turn arrow) due to the green light release from southbound 21st at Jefferson being roughly 15 seconds ahead of the 21st/Broad light. At rush hour this is a heavily used intersection, and often only one or two cars can get through per each light cycle.
