Please do something about this!! This is a duplicate issue because it is ignored.

Today these dogs (3 of them) were left outside from 6:50-7:25am in the backyard. They barked for this entire time while left outside without an owner present.
Does this owner have a kennel license?? (they usually have up to four dogs on the premises).
