and why is the light lit in the middle of broad daylight???

There is a series of these signs which give direction to the Convention Center and from the Convention Center to the Historic District - about seven of them that I can recall, each on the decorative posts. They serve useful purpose for guests but agree they have faded and we need new sign faces.
