The arrow is set up in the signal timing to work from 6am-9am, then it will be off/omitted from 9am-2pm, it will then come back on from 2pm-7pm, then off again from 7pm-6am. Due to the fact you reported it in the AM and said it happened at 8, I am going to assume this issue happened at 8am? So, the arrow should have been working then. (8am) I will get this to field staff so a work order can be created to check the detection equipment on site
