Sometimes there is no green arrow to turn left, in all directions. I have witnessed multiple near accidents because of this

I have seen this too. And also frequently in the morning the timing for 13-mile gives only 3-4 seconds of green for through traffic, despite having many more cars backed up than are ever on Dequindre.

Yes it seems that 13 mile rd. light the light only stays green for about 15 seconds going east & west. That is around 5pm-6:30pm.

The Road Commission for Oakland County has no involvement in the 13 Mile/Dequindre intersection. This section of Dequindre is under the jurisdiction of the Macomb County Roads Department and 13 Mile is under the jurisdiction of Madison Heights west of Dequindre.
