The voicemail box for the City of Hartford Tax Assessor's Office is full and won't take any more messages. This has been going on for weeks. It wouldn't be an issue if someone ever answered the phone. Clean out the message box and return people's calls.

Thank you for addressing this. Our business has received an Annual Income and Expense Report for an owner-occupied property, due June 1. The property and the entity that owns the property have no income and no expenses (other than property tax), and the entity that occupies the property pays no rent for use of the property. We've owned it for three years and have never received this form before. Other than the purchase price (which was cash, no mortgage) this form will be filled with zeros. Is this for a new property assessment?

That is very interesting. However, in the form it addresses a section for "owner-occupied property" as:
"OWNER OCCUPIED PROPERTIES. If your property is 100% owner-occupied, please report only the income or expense items associated with
occupancy of the building and land. Income and expense relating to your business should not be reported."
To my knowledge, you may have to fill it out, but like you said many of the sections will be zero. The individual that deals with this specifically is Gail Gantick, who can be reached at 860-757-9646 or via email at ggantick@hartford.gov
I would suggest consulting with her first before you proceed in filing the form by June 1st. For the property assessment concern, I know a revaluation will be done next year, so the information will be used for the new fair market value since the last one was for 2011.
Hopefully this gave you some clarification, I'm sure you will have to file it though.
