Thank you for reporting a missed trash, recycling, or yard waste pick-up. The City has notified the contractor and we will work to resolve this issue as quickly as possible.

Unless this is a recurring issue with the property owner in question, I don't see this as a problem the city should be assigning resources to.

It seems to me that it could be addressed/resolved by moving the barrels and leaving a note politely asking the property owner not to leave their barrels in the street after trash removal.
