I see someone has stopped by, the plate is cleared off and a sawhorse placed over the hole, any estimate for timing to get it fixed?

After reviewing deeds and plans it has been determined that the defect is on private property. The City of Gloucester has no responsibility to repair this. We will be picking up the saw horses.

The plate clearly says GWW which I can only assume is Gloucester Water Works. This was here long before we purchased our house. How close to property line is it? A city made tunnel under a city owned street should not be a residential problem to fix. That hole gets bigger it's going to be a safety hazard bigger than just a twisted ankle in the small hole it is now.
