Description
Reported Homeless encampment on 6/2/15. They moved out on 6/5/15 and less than two week they are back even with more tents on the sidewalk. Presently there are 6 tents on the sidewalk blocking pedestrian's right of passage. Again they bring trash, drug dealing, and filth. Very unsanitary and poses a threat to the public health. they urinate and defecate.

I am glad you are both motivated to see change through. The issue is a bit complicated because under the freeway where the encampment lies is CAL Trans state property. You need to call highway patrol to make a complaint. they are the only agency that can enforce evictions on state property. I have the adopt-a-highway for this freeway area, and plan to put in a community garden across the street. As you can imagine, the encampment poses a threat to our volunteers. Unfortunately, see click fix is for Oakland Public Works. And although Frank Foster and his OPW crew want desperately to help out, he has his hands tied with bureaucratic red tape.

This month's report from Dept. of Human Services (DHS) to City Council shows the success rates for different aspects of the new Housing First approach with current limited funding:

DHS staff recommends City Council increase funding for the following:
1. Nov to April shelter and supplemental motel voucher
2. Outreach 5x weekly and later at night (compared to 4x weekly currently)
3. More bed capacity at specific shelters
4. Continue to request maintenance of effort support from Alameda County
5. Increase graduated and permanent housing subsidies at a specific center
