Code Compliance sent a letter to the property owner of record on July 13th. The owner has seven days to comply and at the end of the seventh day Code will reinspect the property and if not complied with the City will have their contractor take care of the site.

Property is subject to tax foreclosure March 31, 2016. We have not heard from the Owner since 2008 and both phone numbers I have are bad.

There is no change on this propery. There is now a nasty smell coming from the house. Owner now lives in Laingsburg, PH # 514-651-2728. Please do something.

After speaking to a biologist it was discussed that is Raccoon's live in large numbers they contract the canine Parvo virus, this is is very alarming that homes can be left this way. 7 years with no contact it's time for extreme action. The smell could be something dangerous mold coming the the house can cause health issues and if it's an older one it could have asbestos that could being disturbed.

This is issue still has not been handled. It is crazy to think that no one seems to care and is not doing anything to make the neighborhood a better place. At this point with the raccoons living in the house and small children on either side of this house it is a safety issue.

Still nothing done about this house it is sad when the city does not care about the well-being of the neighbors. I don’t know what it takes to get some action taken on this house. I know for a fact that there have been several messages left for Jerry at the code compliance office, also I know people that have spoken to Carol Woods and yet nothing has changed.

Once an inspection is made of the property which hopefully will be in the next 30 days, a recommendation is sent to the Make Safe & Demolition Board. The Board sets a hearing and allows the property owner to heard at the meeting. This is also approximately a 30 day process. Once a recommendation is made by the Hearing Officer it is sent to Council and that is also approximately 30 to 45 days. The City is required to follow State law and this process is outline by the State.

Has there been any decision made on this issue? This house is full of raccoons and is just getting worse, there was a horrible smell coming from the house this summer. Something has to be done and quickly.

Code Compliance is issuing a Search Warrant to get into the building next week. This has been a process that has taken some time. The State of Michigan had issues with the last form and whether it would stand up in court and that form has been changed and a warrant issued. After the inspection it goes to the Demo Board a recommendation is made and if it is to demo it will than come to City Council for a vote.

The back door is now been boarded up. I am assuming it is due to someone for Code Compliance entering the house for inspection. I would like to know if they did for sure and what they determined upon entering it.

This house is still a big issue. Now that it is getting a little warmer there is a nasty smell coming from the house. Looks like the city may have entered it for an inspection but nothing has been done since. What is going on with this house? It is bring down the neighborhood. Also if it is on the demo list and gets demoed what happens to the insects and animals that are now living in the house? Concerned for the homes around it and what them may be invaded with at time of demo.

This property is now under the control of the Land Bank. As in previous post Eric Schertzing is aware of the situation and I reached out to him this morning when I received word this was now a Land Bank property. My apology for whatever answer I gave Carol to the question she asked. THE owner paid the 2013 taxes in late March. This property did not foreclose to the Ingham County Treasurer. The City will have to move forward with the Make Safe or Demolish. The phone numbers I have for the owner do not work.

Could you please tell me what this means for us neighbors? The house has a horrible smell coming from it. It also has been taken over by the raccoons and who know what other animals. I would like to know the time frame of what is going to happen to this. The owner is Director, Government Affairs @ Advance America. Can you contact him there and demand something be done with the home immediately? The home as not been lived in at least 5 years. It is crazy to be sitting with holes in the roof, garage that his falling in & grass that is not being mowed.

Whatever answer was given to the City did not have me in front of my computer to look at the actual tax status for this property. We show Ronald Hicks as making the tax payment by check.
The City is best empowered to pursue whoever the owner is. Foreclosures pick me although I did expect to get this property in 2016. If this had foreclosed the inside would have already been cleaned out. This is not required, but I do this for the benefit of neighbors.

So what does that mean for the neighbors now? Ronald Hicks is the owner? If so why are you not able him force him to do something about the house. It is bad for the neighborhood and it smells in the summer when it is hot some neighbors cannot have their windows open due to the smell. This issue has been going on way to long for someone with authority make the owner accountable and do something. Mr. Hicks has not even been in the house in at least 5 years. What is the point of him holding on to it if it is just an eye sore and falling in? What about the raccoon? They have been living in the home for at least 3 years. PLEASE DO SOMETHING?

I have follow-up with Scott Sanford with Code Compliance and this property has been put back in the demo process and the estimated time before it would come Council for a vote is approximate time is 90 days.

I was just informed that this property will be coming to Council next week for Make Safe or Demolish.

I thought that they already decided to demo it? What happened to that idea? My understanding was that it would be demoed this fall or winter. It is full of raccoons has had huge holes in the roof for at least 2 years with snow and rain going right into the home. Last I knew there was also standing water in the basement that had been there for at least 4 years.

The State of Michigan requires the following process. The Code Officer must determine that building is unsafe and that cost of repairs is more that value of the property. It must go before a Departmental review with the Demo Board and than it is sent to City Council. When it appeared that this property was going to the County on back taxes we stopped the process. Because we have the potential to tear down someone's property we are required to follow a number of steps. The City first pays for the demo and then we attempt to collect the money from the property owner.

My understanding was that the Code Officer already determined that the house was unsafe and the cost of repairs would be more than it is worth. Understandable since there have been large holes in the roof for the last 4-5 years letting all the rain, snow and critters into the home. I understand that there is a process in place for handling this type of situation but it sure seems like a very slow process. The home owner has not lived in the house for at least 8 years and it has been just falling apart for that long as well. Do know what date & time the meeting is for this?

This is still an issue. My understanding was that it would be torn down this fall, but that did not happen. I do not understand why it takes so long to get anything done. This has been abandon for at least 6 years. The owner obviously does not care about it or he would have done something with it. It is now just become a breading home for raccoons, mold and who knows what else. It is very concerning to me as a neighbor of this house that the city does not seem to care. Why can’t something be done about this soon? Why does the owner who just walked away from the house keep getting so many chances? This is just insane on how long it takes to get the city to do anything.

There is progress. City Council has ordered the house to be demolished. By state law the owner is given 60 days to do so. The order was passed on November 28, 2016. If the owner does not demolish the end of January the City will hire a contractor to do so. It will depend on the weather but the house will be down by the spring. Unfortunately the process is long because this is taking of someones property. There is light at the end of the tunnel.

Below are the latest notes my staff has captured for this home. I do not know the outcome of 11/14/16 hearing. Something that typically surprises me is an owner continuing to pay the property taxes at the last minute. That has stretched this out. The city is the only entity to take action unless I get a property through tax foreclosure.

This home that live in this area is a health hazard to everyone around them, with these rodents traveling around the property and adjoining properties could and can spread diseases to humans and their fur children. This is unacceptable to allow this continue for so long. It seems the council has been trying but always end up with their hands tied. All I would say to any neighbors if you or your fur children get ill please get checked out for the diseases they carry including Leptospirosis which is very dangerous to pets and can kill them and cause issues with the human organs as well. It seems our local officials could do something when it comes to something like this when it becomes a health concern, not just a eye sore It seems it's going to take someone getting bit by these rodents or someone getting hurt before this is taken seriously.

The County Treasurer's Office foreclosed on this property in 2017. It did not sell at either auction, and was rejected by the City. As such, title transferred to the Land Bank December 6, 2017.

The property and house have both been cleaned up.

Anticipating acquisition of the Pattengill property, Land Bank staff developed a proposal to rehab the house. The Land Bank proposal to the City's Development Office for HOME funds has already been under review and negotiation. If all goes well, the approval process will wrap up this week or next. The next step is competitive bid selection, then renovation this spring.

This house is still setting with huge holes in the roof. Someone from the land bank stopped @ our house one night and said they would be staring work on the house within a week or two. That was well over a month ago. This house is a huge eye sore to the neighborhood and has been allowed to sit vacant and falling in on its self for way to long. The raccoons are still living in it. Hello, this is Jeanna, the executive director at the Land Bank. when I stopped by the adjacent neighbors' homes one night, I communicated that the funding was just a few weeks away from contract signing. Once a funding contract is signed, then contractors are procured through a bid process. Once contractors are in place, it takes a week to 10 days to order materials and mobilize. We will be in touch again when rehab work is about to begin.

At the time of my neighbor visits, there were no racoons in the house. I will send one of my staff to inspect again.

I understand the frustration of living next to a house when the owner allows it to fall into a 2-1/2 year foreclosure process. Neither eligible neighbor indicated interest in purchasing a vacant lot if the house were to be torn down. Rather, the City deemed it worthy of investing grant funding into its rehabilitation. The Land Bank cannot do anything until it gains title to a property. We are moving the rehab along as fast as we can.

I would suggest before the Land Bank takes on these properties that they have funding in place to tear down. It seems once the Land bank takes over these properties it takes to long to clean them up and the neighbors suffer from rodents, vagrant's and mold that comes from these homes. It's time we start thinking about the people who live in these areas. Why should people have to deal with these issues when most of these homes will be tore down, trouble is the organizations sit on these properties hoping someone will buy them up when in fact many of rot away from no care or maintenance while the waiting game is being played out.

This property is not being torn down, at the City's request. It is being remodeled with City Community Development Block Grant funds.

Michigan land banks do not necessarily have the power to reject foreclosed properties. Land banks were created to accept foreclosed properties, clean up blighted properties and put them back on the tax rolls. But there is no permanent funding mechanism for land banks.

The tax foreclosure process takes 2-1/2 years. At the end of that process, the County Treasurer puts foreclosures up for sale. If properties are not sold at auction, then they are offered to the City. If the City rejects the properties, titles are transferred to the Land Bank.

This house is still an issue. The garage looks like it could fall in any minute. There are 2 huge holes in the roof of the house that raccoons and squirrel are using to entering the home on a regular basis. There is a call parked in the drive way all the time. There is trash in the yard. The house is full of black mold (which is a hazard in its self). The floors in several rooms are not even safe to be on due to the rain and snow that has been getting in the house for the last several years. I can’t believe the system is so slow to get this taken care of. I know that there was a crew that cleaned it out, but you would think that someone would have closed the holes in the roof to prevent more snow and rain from getting in and doing any more damage. This whole process is just ridiculous. I can’t imagine the house is worth all the money that is going to take to use to restore it.
