EDIT: I've called Air Management Services more than a dozen times since I originally filed this complaint. NOTHING has changed, despite them telling me they are working to stop it.
Accurate Trash collects a dumpster behind my bedroom twice a week at 4:30am. I've called the city, my management company, and Accurate, and they WILL not stop, even though they say they will pick up after 8am. What can I do?

Next time call 911. And call your councilperson every day they violate the code.
More importantly, get your neighbors to do the same.
And get your neighbors to fill out the "Sanitation Code Violation" form on http://potholes.phila.gov/
Dumpster pickup is illegal outside specific hours (6am-9pm center city or 7am-9pm the rest of philly) according to Philadelphia Code: Chapter 10-700, Sec. 10-722, 6.d (illegal pickup times) and Chapter 10-400 (noise violation)
