Definitely call the police as soon as you see that sort of nonsense. We were having the same issue at 269 15th St N which was vacant at the time and the police responded each time. Unfortunately, you have to keep after it because new people just keep coming. The city needs to crack down on the owners of these properties.

Yes I also agree you should call non-emergency line, but keep in mind that you will be berated with every possible detail of this couple while being treated as a suspect. It is worth it though to get these people out of there. It appears the neighborhood is coming together on this issue impossible as it seems to fix. Why does St Vincent take no responsibilities for these issues? It is clearly coming from them. With their tax breaks and huge donations I think their options for a better facility are astronomical.
