I think adjacent homeowners are responsible for clearing (surface of) catch basins. Not positive, but we keep the one in front of our house cleared out. Check with DPW.

akb - surface of drain is clear and is not the problem. Actual sewer is clogged with debris and grate needs to be removed by DPW to clear out drain.
