Here is an excerpt of the relevant section of Pinellas county parking ordinance code (copied from www.pinellascounty.org):
122-36.5. Parking restrictions in residential areas.
(c) Prohibitions. No person or agent thereof shall cause or permit the parking,
maintenance, storage or placement of:
(2) Within the required front setback of a residentially zoned district:
b. Any vessel.
(d) Parking on usable and durable surface required. Any recreational vehicle or vessel
parked, maintained, stored or placed within the side or rear setback of a residentially
zoned district shall be parked, maintained, stored or placed on a usable and durable
surface.
Please explain how the issue at hand is not a violation of the above code.?? It is a vessel continuously parked/stored within the front setback of a residentially zoned district AND not on a durable surface. It seems a clear violation of the code.

To the official from code enforcement - is this issue going to be addressed with the homeowner?
If not, please explain how the boat storage in question is in compliance with the code. It is an eyesore for the neighborhood and decreases the surrounding property values. There are several homes for sale nearby that are affected by this issue.
If storing boats on the front lawn/setback is allowed here, I'll move mine out to the front yard also.

The code on the county website that I referenced is apparently only a proposed amendment. It was never passed into law. It should be removed from the website to avoid confusion.
Thank you to the code official for talking with me and explaining. We can park boats anywhere on our property for now, including the front yard.
