At 5 am, All American Waste is picking up trash on Grand Avenue and disturbing everyone's sleep. We do not need a second trash company violating the New Haven noise ordinance and disregarding the well-being of New Haven residents. It was truck 4426 plate K53626 heading west on Grand Avenue way too early.

The idea that we have to get plate numbers -- I can see the company name if I haul out of bed - three years ago I took pictures and reported the company name. But to get the plates from my angle, I would have to go down to the street. We have over 400 police officers plus public works and livable cities. There is about a cop per city block in this city.
I can't even move fast enough at 5:30 in the morning (or 5) to go downstairs and write down plate numbers. If cops are that lazy, give me their pay, pension, and benefits and I will set my alarm at 4am, run around getting plate numbers, bring the officers breakfast in bed and brief their highnesses on the plate numbers I collected while they drink their morning coffee.

Anyway, how about reminding them it is illegal?
How is this for a game plan:
1. It is no secret what their schedule is, all you have to do is follow up by assigning someone to patrol on the days and hours when they are known to be doing these rounds. It would take an hour or two at most.
2. You can also call the companies involved and let them know that it is ILLEGAL, not just 'inconvenient' and let them know the police will begin citing trucks they see -- and then actually do it, using method No 1 or some virtuoso police method you already know about that I don't.
I find your placating attitude unbelievable.
You engaged in dreaming up new punitive measures for panhandlers downtown. (Your department recently bragged about fining one $75 and when he can't pay will be be thrown in jail costing us $95 a day?)
Officers are busy trumping up kids and the poor all over on petty baseless stuff under some quality of life shtick but when some belligerent company, won't obey the law, after being warned - (and at least one of them has already been told) you talk like they deserve all kinds of deference, like they are some kind of community stakeholder, a PD client, a friend of the city. A polite call asking them to be more convenient
Since a mere rogue garbage hauler gets such deference from the city, surely, we should all invest in some scoflaw company to get perquisites from the NHPD, such as the right to sleep past 5am.
We deserve a district manager with some inspiration, who doesn't text her friends on the job, dream up new ways to criminalize the homeless while cow-towing to garbage haulers, and empties her maxed out voicemail more than once in a blue moon, if that .
