As of today she has not been taken into custody. Her mother is good friends with Silvia Wilkins a 17th police district committee member. They are both part of the Concerned Citizens of Point Breeze. Her daughter who is unemployed is not able to get a job because of the active warrant.

Am I allowed to make a citizen's arrest of Latavia Patton?

If yes, I will dress up like a bush and patiently wait for her to exit 2045 Titan Street.

I will then take care of what my local police refuse to do.
