Stairways that will not be a permanent part of the structure on which construction work is being performed shall have landings of not less than 30 inches (76 cm) in the direction of travel and extend at least 22 inches (56 cm) in width at every 12 feet (3.7 m) or less of vertical rise.

Stairs shall be installed between 30 deg. and 50 deg. from horizontal.

Riser height and tread depth shall be uniform within each flight of stairs, including any foundation structure used as one or more treads of the stairs. Variations in riser height or tread depth shall not be over 1/4-inch (0.6 cm) in any stairway system.

Where doors or gates open directly on a stairway, a platform shall be provided, and the swing of the door shall not reduce the effective width of the platform to less than 20 inches (51 cm).

Such temporary treads and landings shall be replaced when worn below the level of the top edge of the pan.

And see click fix moderators, there are a few users who seem desperate to cover up these issues. If these are contractors and investors, your application loses its purpose, as they appear to be trying to close issues to prevent the city from addressing them.
Oakland needs to start addressing these issues. Please start banning and blocking the trolls.
Disputing the structural pest inspection report (which is public record, and easy to obtain) is a good one
Why are there users on this site trying to stop building code violations from being addressed? Health and safety codes as well.
Structural issues are serious issues, especially in earthquake country. Stairs without railings are serious slip and fall hazards. No insurance company will be happy to see these very basic issues being ignored. If Oakland doesn't start acknowledging and dealing with these issues, they will be faced with numerous expensive lawsuits.
I hope the city of Oakland building inspectors are taking notes on these properties. I know I am.
The steps leading to the front of the building require a handrail

(a) Stairways shall have handrails or stair railings on each side, and every stairway required to be more than 88 inches in width shall be provided with not less than one intermediate stair railing for each 88 inches of required width. Intermediate stair railings shall be spaced approximately equal within the entire width of the stairway.

(c) The top of stair railings, handrails and handrail extensions installed on or after April 3, 1997, shall be at a vertical height between 34 and 38 inches above the nosing of treads and landings. Stair railings and handrails shall be continuous the full length of the stairs and, except for private stairways, at least one handrail or stair railing shall extend in the direction of the stair run not less than 12 inches beyond the top riser nor less than 12 inches beyond the bottom riser. Ends shall be returned or shall terminate in newel posts or safety terminals, or otherwise arranged so as not to constitute a projection hazard.

R303.6 Stairway illumination. All interior and exterior stairways shall be provided with a means to illuminate the stairs, including the landings and treads. Interior stairways shall be provided with an artificial light source located in the immediate vicinity of each landing of the stairway. For interior stairs the artificial light sources shall be capable of illuminating treads and landings to levels not less than 1 foot-candle (11 lux) measured at the center of treads and landings. Exterior stairways shall be provided with an artificial light source located in the immediate vicinity of the top landing of the stairway. Exterior stairways providing access to a basement from the outside grade level shall be provided with an artificial light source located in the immediate vicinity of the bottom landing of the stairway.
