Someone has dumped some black top in the trough, but it should be filled completely and correctly by the contractor who did the work. The edges should also be sealed so the black top doesn't crack. Whenever a contractor digs a hold in the street, he must have to get a city permit. After the work is completed, the city should check on the finished product to be sure the hole was properly packed and the correct amount of black top has been used to maintain the road for years to come.

The trough if still there. In addition, there is one at 265 Front Street. That street was recently repaved with new granite curbs and there's a nasty repair here. Also, there is a very bad trough hole at 22 Eastern Street.

The trough on Bishop Street has been fixed and quite nicely too. The one on Front Street has been fixed and quite nicely too. The one on 22 Eastern Street has not been done yet. It is as a result of a contractor doing a poor job replacing the road after roadwork.
