people were used to this lane being the lane they use to go straight and cross the tracks. they clearly are not reading the indicators on the road. it has happened 2-3x to me as well and it's dangerous. this whole area needs to be reviewed for better and safer traffic flow during the construction phase. seems the traffic patterns are different than expected when this design was put in place.

The City of Burlingame can present the concerns to Caltrans, but Caltrans has the authority to make any changes.

The City of Burlingame should 'forcefully' present these concerns to Caltrans until the problems are fixed. These problems are dangerous, completely fixable, and born of sloppy planning. My suggestion is for Caltrans to post a traffic flow specialist at the intersection all day full time, to continually tweak the setup, until it is not dangerous and cars flow smoothly. :-) If they lived here they'd already be complaining.

Yes, we are in agreement. The City will continue to press this issue with Caltrans on a daily basis. In fact, we will be meeting with them later this week and we will be presenting the project manager with yours (and several other's) concerns face to face and provide update as we receive them. I don't necessarily think the intersection has to change, right now the problem seems to be drivers going straight when they are in a left turn lane. Maybe someone needs to be directing traffic or a police officer needs to ticket/ give warnings to drivers who are cutting over?

We will be attending a Caltrans construction meeting that they have with their construction crews and contractor. While it is considered an "internal staff" meeting, City personnel are allowed to attend so that the City can present concerns and offer its perspective on the work being done. Appreciate focus on this issue. Understand construction of this magnitude will cause inconveniences, but I think part of the point everyone is trying to make is - Get someone from CalTrans to go out there NOW (not just rely on pre-detour traffic pattern data), and watch what is happening, i.e. best laid plans need updating when faced with reality.
- Signage - is minimal and badly placed. Small signs on right side of bridge as people are looking at left side as they go over bridge. Unclear that BOTH left lanes can go onto Hwy, not just leftmost. and that there is NO straight thru from middle
- Similarly, coming off of the freeway, the signage is placed while you are still headed south, BEFORE you curve back to north. So signs seem to be saying 2 left lanes are for turning left to continue southbound, not onto Broadway
- Reducing left onto Rollins to 1 turn lane, so that construction guys can park in one of Rollins lanes....How about they use Red zone further down Rollins, and go back to 2 Rollins left turn lanes.

These problems can be Fixed!! just requires some practical watching what is going on, and desire to Fix it.

The two left hand turn signs make it look like both turning lanes are for Carolan. Historically the inner lane was for turning on California, and up until recently there was a sign for that lane that indicated that turn lane was for California. Please put that California sign back up, or make it crystal clear what that inner turning lane is for. Every single day at the end of the workday I see a near miss at that intersection.

It's now mid October and nothing has changed regarding this confusing and dangerous intersection. Drivers continue to go straight toward California Drive when they are in the left turn lane at Carolan. Are we waiting for an accident or two before this gets taken care of? I've never seen any police enforcement at the intersection and we use it everyday.

It's a Caltrans Cluster-Closure that Burlingame will not take the lead on and control.

I'd like to report that Caltrans has dispatched their design and traffic safety personnel to the construction area to examine the traffic situation. It is our understanding is that the personnel have been out at the intersections of Broadway/Carolan, Broadway/Rollins, and Rollins/Cadillac for several straight days now. This was done after the City strongly requested that the entire traffic detour plan for the project be re-examined. The City's goal is to have Caltrans either confirm or rectify the traffic situation that currently exists. One specific issue is that Caltrans provides quantitative evidence that the dual left turns at Broadway/Carolan are justified under the current traffic conditions. We will make sure to pass on any information once we've been provided the results of their analysis.

Let's not let the daily, myriad, actual, traffic problems Caltrans created at those intersections contradict their quantitative evidence or interfere with their examination!

Once you proceed to Westbound on Broadway, Caltrans has changed the straight arrow to a left turn before Carolan Ave.and when you reach Carolan there are 2 lefts turns also.

I see that we are now 5 months into this. Is there an updated that can be provided or any hope of a resolution? The 2nd lane from the left still is a turning lane instead of going straight for a left turn into California.

The following is a comment I just made to a more recent complaint on this issue. I am reposting it here since it this thread seems to have a wider audience including Mr. Chou.

"This situation is ridiculous. I spoke at length with the Traffic Sergeant at BPD on Friday who said that they have had officers posted there to enforce traffic laws but I have not seen an increased presence there and I travel through that intersection daily and often. His best suggestion to me was to avoid the area. Unfortunately that doesn't fix the problem and seems more like a shirking of responsibility. He told me to address my complaints at this website and it would get sent to Mr. Wong at Burlingame City Hall who oversees traffic issues, signage, etc. I find it odd that this website assigned this issue back to the BPD; especially when you requested some kind of construction to direct traffic properly.

This seems like both departments are quick to point the finger to another party.

As someone mentioned in another post, this issue has been here a while.

What is being done? What is the progress? and who in both departments is responsible?

Lastly, it is apparent that this is an important issue on many people's minds. It would be nice if we could get some feedback from the city official(s) who are directly involved. Feedback here or via email to those interested. How long do we need to wait for some kind of response as to what is being done? ir Is this website a "no teeth" website for airing grievances?"

Reading through this thread of responses I see that this is largely a Caltrans issue. It seems however that the City of Burlingame can perhaps put more physical guidance like left turn lane bumpers in the intersection AND "more constant" police enforcement.

Also, another important issue that I brought up in another post is, WB Broadway traffic is easily tied up as soon as the left turn lane onto California is filled up at a red signal (approx. 4 cars). This leaves the next driver who wants to turn left at California blocking the straight WB lane of Broadway at Broadway and Carolan until the left turn signal turns green. This is creating a lot of havoc and road rage.

I was pleasantly contacted by Sergeant Ford from the BPD yesterday. He stated that he and the Traffic Engineer ARE working very closely together to alleviate this problem. As to the BPD enforcement's end, he reported as of early afternoon, 7 citations were issued to drivers for this problem of proceeding straight from the left turn lane in question. It was encouraging to hear that the BPD was stepping up enforcement at this intersection. Sadly as I came home last night around 8pm a driver blew through it again. Hopefully, with more enforcement drivers will begin to get this message.

As far as bumpers or cones, the issue is for the Transportation Engineer (Augustine Chou, I believe). I'm yet to hear anything from his office.

Staff has been working with Caltrans to reestablish the previous lane configuration of a single westbound left-turn lane, and three through lanes for Carolan/Broadway. In addition, staff has requested removing some of the barriers along the US 101 southbound ramp to provide for access to southbound Rollins and westbound Cadillac. Weather permitting, Caltrans has scheduled both of these changes to occur at the end of the month.

Thank you for your continued support on this issue. I know Caltrans dictates the traffic issues in that area.

From the last update, 21 days ago, this was scheduled to happen by the end of January. The turning lanes have not been changed yet. Can we get an updated status on this? Thanks.

On this coming Friday night (2/19), beginning at 9PM until 5AM Saturday morning, Caltrans is planning work to open the southbound US101 off-ramp traffic to southbound Rollins Road and westbound Cadillac Way again. That means by the end of the weekend, drivers will be able to once again drive down Rollins and straight through Cadillac. This should mean that there will be less traffic needing to turn onto southbound Carolan since drivers will be able to head south directly from Rollins from the off-ramp. This also means that the double left turns on westbound Broadway at Carolan are to be removed either on the weekend of 2/27 or 3/6. Also, after the weekend of 3/6, the new overpass will be open for traffic. While there will still be considerable work left to do on the entire project, at least drivers will be able to see and drive over the overpass and the Rollins/Broadway intersection in their "near final" configurations. Heavy construction work will begin to focus on the Bayshore and Airport Boulevard side after this point.

What is the status of this - first reported 8/24/15? There are still 2 lanes going to Carolan as of 3/20/16.

The latest information on this issue is that Caltrans has confirmed that their contractor will be removing the double left-turns on westbound Broadway at Carolan! The work is expected to be done during the latter part of next week (weather permitting). This work is also being scheduled in conjunction with the simultaneous removal of the temporary traffic signals at Carolan/Cadillac. That way, the restoration of the original configuration of both intersections will be at the same time and the driving public will not be subjected to multiple, sequential changes over a longer period of time.

project manager: this is great news! happy to see things getting back to a more manageable state. it has been a tough time dealing with this whole project - this isn't the best series of intersections with the caltrain crossing adding to complexity. well done on opening up the traffic flow thus far!
