I called Animal control but nothing has been done. I'm sitting in my house right now trying to watch a movie and they are just howling and barking away!!

Cut and paste of this complaint was e-mailed to an officer at ICAC last Friday 8-28-15 Here is her response I received a short time ago: "Thanks for the information Angela. I looked into it and we do have an officer currently assigned to investigate the complaint. He will look into it and make sure the dogs are being cared for properly."
JessMart13, if you find that the owner doesn't take responsibility, please call ICAC and let them know. Thanks for looking out for the dogs, they choose to live that way.

Animal Control wrote ticket for unlicensed dogs. Location next to parking lot deemed to make barking more frequent. Tenant is planning to move.

Dogs still constantly barking and howling all day and night! I just want to enjoy my home again!

Nothing has been done about these dogs. They still howl and bark day and night and they have gotten another dog when they can't properly care for the ones they have!

Oh goodness these dogs just bark and howl and bark and howl all day long! It sounds like someone is murdering someone in that apartment it's so loud. And now that it's getting warmer he's leaving the windows open. This has to be illegal somehow. Can someone please do something about this?!!? I can't stand this anymore!!

Just adding here, according to the Lansing Code Compliance website there is no valid rental certificate for this building. The last certificate shows EXPIRED 1-9-2015. This is a known problem property, the landlord hasn't done what is necessary to renew his rental certificate, why has the city not taken action?

Not only will the dogs not stop howling and barking out the windows/broken screens like a modern adaptation of Cujo, there is a 3x3x3' hole/short grave to the side of the house that was dug by children of the tenants that is an absolute eyesore and safety hazard. There are days when horrendous odors emit from the household reeking of rotting deer and swimming pool chemicals. However, the scores of individuals living/visiting this house despite the aroma is, to say the least, alarming and impressive at the same time. A harbor for bizarre loitering traffic, disgusting smells, obstacle courses of toys and trash across the sidewalk, domestic disputes, and a plethora of terror are only a short list of fine amenities this house provides for the neighborhood.

This has gone on for long enough already, how can REO Town be anything more than the trashy South Side/new mid-North Side if this behavior continues to be tolerated?

This house is still a constant problem!! Those dogs are sitting upstairs in this heat all day long - they never get to go outside or get walked and they bark and howl constantly! I can't even begin to imagine what the inside of that apartment looks like. Something needs to be done about this! I can't get any peace and quiet. I have no idea how the city of Lansing could let this continue - I must have contacted code compliance at least a dozen times about this house. Please, please, please do something about this house, this sleazy slumlord, and about these dogs!!!!!

Animal Control can only check on the welfare of the dogs... for the barking and noise you need to contact Lansing Police. Best to form an alliance with other irritated neighbors and have several of you call the non-emergency line 483-4600 while the barking is in progress

I'd say that if the dogs are not getting outside and it's as hot as it is that would be a welfare check for these dogs. They may not have food and water and they really need water in this weather.

I am living at this location currently and the situation with the dogs is unbearable. I found this thread because I am desperately searching for solutions online. The owner is never home. The dogs are howling and barking almost 24 hours a day. I can't take this any longer. I feel like I am going to lose my sanity.

Who can I contact to get this actually taken care of?

1) Keep a log of the barking - when and how long
2) Call Lansing Police non-emergency to report noise (dog barking) at 483-4600
3) Fill out a Citizen Complaint form at http://www.lansingmi.gov/393/Citizen-Complaints. It really helps to have that log I mentioned in #1, especially if you've accumulated a couple weeks of entries.

Hey I actually am the person with the 2 dogs, I have lived at 1126 s grand #4 for over 2 years, my name is Nick. Couple things to address here.

1. My dogs are well taken care of, BP and Sebastian have been my dogs for 5 years, they are pit bull mixes. Though my apartment may be small they have great living conditions, they are well fed and in good health.

2. I work frequently and sometimes overnight, I also have a dog walker and caretaker for when I am out of town.

3. They are dogs, they bark, all dogs bark, actually there's probably 6-7 dogs in this neighborhood that bark incessantly. I can hear one at just about any time of day or night. Some of the people in this neighborhood keep their dogs outside for what seems like days at a time.

4. Why would you not think to talk to me about this problem? If a dog was literally driving me insane I would definitely speak to the owner which literally NONE of you people have, not one, not one single conversation. If you are SO concerned with the well being of these dogs wouldn't you speak to the person who owns them? Maybe I was just raised differently but that's what I would do, instead you took to the internet, to a message board, seems like a total waste of time of mine and the cities resources as I have now seen animal control a total of 3 COUNT THEM 3 times in 2 years, they have visited my apartment and each time told me these are fine living conditions for 2 dogs and each time the officers have seemed incredibly confused.

Nick - I have looped in Ingham County Animal Control several times over two years. If you are gone from the apartment (especially over night) much of the time it would be hard for neighbors to contact you or for you to know what the dogs are doing in your absence. tI looks like in September of 2015 you indicated you were moving.?
Given the volume of neighbors raising the issue it is likely a bigger issue than you acknowledge. Animal Control can't help with breakins. Sounds like Lansing Police should have been in the mix several times for the noise level - and they would be able to respond to break ins. Maybe a note on your door about how to reach you in the event of barking dogs would be helpful.

I say this because I have spoken to the father next door of the household that seems to be lodging the complain multiple times and he has never said a word to me about the dogs, so when I read a comment like "my children are afraid to play outside" when they have in fact met and pet my dogs I find that hard to believe.i just don't understand why you wouldn't address this issue personally when I do see you frequently

It's gotten better since you saw this Nick, but it is still a problem. I'd be happy to outline why I haven't come to you about it (no, I'm not the father next door) but I am lucky that I just rent and don't own a house next door. I will be moving out as soon as I can because listening to your dogs howl for the last year and a half (not just bark...howl like they are wolves) is not okay. I can't block it out with music or white noise. It's like they are the next room.

I can barely think when it starts. And it feels like it doesn't end. I recorded times one night and it went from 8pm until 4 am. I couldn't sleep even though I had a meeting at 8 am. It probably went on longer I'm sure, but I finally was just so worn out I fell asleep while the dogs were howling.

So I'll leave. I'll find somewhere else to live.

However if this many people are @#$% off about it, then it's a big problem and it isn't about how well you take care of your dogs. It's about how well you know what they do when you aren't there.

Someone there should register a complaint with the City Attorney (if they haven't already) since it's been going on this long and the resident is clearly intractable. I really feel for the neighbors because I had a similar situation with a neighbor for quite some time. After a year of leaving notes, calling Animal Control (they used to enforce barking complaints but don't anymore since they repealed the county ordinance about animal noise), and nearly pulling my hair out, I had the City Attorney's office send a letter and that finally seemed to cause the situation to improve to a tolerable level. Look, I'm sorry it has been this bad for you and that's the last thing anyone wants whatsoever. I've taken steps to hire a dog sitter for when I work late, schedule extra visits for a dog walker while at work. Today I purchased a dog cam after reading your comment that alerts me when the dogs make noise and allows me to talk to them and calm them down, I apologize for this going on as long as it has and hope to see this as the end of any issues.

I've had friends and tenants who have had good luck with the citronella no bark collars. They are not very expensive. You might want to give those a try before spending a lot of $$ on other solutions.

Why did they repeal the ordinance about animal noise? Dogs howling and barking constantly ruins the entire neighborhood.

Their reasoning was that Animal Control had not been enforcing it anyway due to its low priority versus more urgent stuff like dangerous dogs at large, so since it wasn't being enforced they should get rid of it. In my view it's rather perverse reasoning, but there it is. I believe the other rationale is that it could just fall to local (e.g. city) noise ordinances, but I think it's actually harder to get nuisance barking addressed as part of a general noise ordinance since it's not the kind of noise people associate with noise ordinances.

I'm with you, though. It's a major quality of life issue in many neighborhoods.

People leave their needy dogs alone and the dogs howl for hours, never losing their voice.
It's so stressful.
Any tenants in the building can bring up the covenant of quiet enjoyment. Especially fitting.

We have laws on the books from a zillion years ago tha make no sense at all, now, but they're overturning a sensible one about noise pollution.

Dogs all around the USA are being granted more right than people. It's bizarre.
