The sign has been on this property for over a year. This and many similar signs around town have popped up and are an eyesore. I get short-term advertising if a new development is going in but this is basically a billboard that's living there long term.

This sign does not meet these two requirements:
16.40.120.16 Design Requirements
All signs except temporary signs and off-premises signs shall be subject to the design requirements below:
1.
Freestanding Signs. Signs shall be designed to complement the architectural design of the building, utilizing the same materials, colors, finishes, and details. In addition to color, freestanding signs shall incorporate at least one (1) additional element (such as, but not necessarily limited to, building material or architectural feature) to reflect the architectural design of the building.
4.
Landscaping. All freestanding and monument signs shall be landscaped around the base of the sign structure. Landscaping (e.g. ornamental trees, shrubs, and ornamental plants) shall meet the requirements for foundation landscaping as prescribed by this code.

Setbacks. Minimum setbacks for freestanding signs shall be as follows:
(a)
Zero (0) feet for signs that are six (6) feet in height or less.
(b)
Three (3) feet for signs that are ten (10) feet in height or less but greater than 6 feet in height.
(c)
Five (5) feet for signs that are fifteen (15) feet in height or less but greater than 10 feet in height.
(d)
Ten (10) feet for signs that are greater than 15 feet in height.

As this sign has been up for over a year it's clearly not a temporary sign so it falls under the category of " permanent free standing".
"Those design guidelines are intended for permanent free standing and wall signs."

the code very specifically states:
"All signs except temporary signs and off-premises signs shall be subject to the design requirements"
so, since this is a permanent sign, it should be required to follow the design requirements
