Is it correct, as reported by Philip Curran in the Princeton Packet, that the covered "materials" are crushed concrete and tested positive for PCBs? People reported during the demolition that each time they walked past the hospital site they could smell cement. At the time the hospital building was demolished, obviously there was dust from the concrete. Did this dust contain PCBs?

During the demolition process, dust monitors were set up around the perimeter of the property in order to identify levels of airborne dust. At no point in the demolition process did any of the air monitors exceed the EPA threshold for airborne dust.
