Im pretty sure the town is not going to place a traffic signal at the entrance to the apartment complex on Mill St as this is a private driveway. When you see a traffic signal at the entrance to a private driveway such as a shopping plaza it is because the town or state traffic commission made the developer install it when they developed the property. It was apparently decided when that apartment complex was built that it woud not generate enough traffic to warrant a signal. The traffic on Mill St may have increased but the traffic entering and exiting the complex probably hasn't therefore it probably still wouldn't warrant a signal.
Additionally I believe that Mill street because it acts as a connector between state routes 100 and 80 is what they call a "secret route" meaning it is maintained by the state DOT but not signed as a state route.

The risk of blocking a drivers sight line is one of the reasons that towns have rules regarding signs and their placement. Most people think that the government is just trying to be oppressive but there are reasons they have these rules and this is one of them.
If you contact the town police department and explain that the signs block your line of sight I would think they would send someone out to remove them and talk to the schools about a better placement. If that doesnt work try the engineering department or the zoning department as they would be in charge of setting the regulations on sighnage.
As far as a signal goes. If you talk to the town engineering department you can mention it but I believe it would be state jurisdiction as I mentioned before. In that case contact CONN DOT or the state traffic commission (not sure if they are the same thing). the CONN DOT web sight may even have a link to a form to fill out or a contact number to call.
