I have not had a recycling bin delivered and after several phone calls I was told that they would not charge me until they delivered one. I called again the other day after I received my bill and was told that I had to pay regardless of if you provide me with a bin. I believe it is fair to charge me if I am offered a service but with no recycling bin I feel that my money should be refunded. Also my house is on an alley with the front of the property abutting the Interstate. If I can not leave the bin in the alley to be picked up or on my curb (I-275) where do I leave it?
