A citizen with a motor boat could easily pick up the lawn chair and the other nearby eyesores on the way back fro a trip upstream. How do we mobilize citizens with useful resources?

Put up a notice at the boat launch with a picture of the lawn chair inviting boaters to retrieve and properly dispose of foreign material trashy eyesores in the reservoir and/or at the boat launch itself.
