It looks like it is a fence belonging to the North Shore School. If they put it up, the sign should stay as a service to those that need a GED in the Community.
IF THEY DID NOT put the banner up... They can take it down without any fanfare, documents, photos, permits OR formal requests!!! Folks, there are more important issues out there than this.

We are talking about a banner that pertains to helping people to help themselves through education. Do you just have nothing better to do than complain. Get a life!

Content is not a criteria under sign code. It needs to be permitted in accordance with SECTION 16.40.120 of the City Code which regulates all signs.
Let's follow the City code people, it's there for a reason!
